ATOMEX 2011

Dear colleagues,

On behalf of the Ministry of Economic Development of the Russian Federation let me welcome the participants of the III International Nuclear Industry Suppliers Forum ATOMEX 2011.

Today the nuclear industry in Russia is one of the most achievement-oriented and dynamically developing branches of its economy. And ROSATOM is one of major investors in the country having a significant influence upon the business climate and creation of new jobs. ROSATOM’s contractual system is efficient, promotes competition, provides incentives for entrepreneurial activity, accelerates introduction of innovations.

In 2011 one of the key events in perfecting the procurement system of state companies in the Russian Federation was the passing of the Federal law «On purchase of goods, works, services by separate categories of legal entities», its principal provisions to become effective at the beginning of 2012. The initiator and principal developer of the law was the Ministry of Economic development of Russia. I would like to take the opportunity to mention the active participation of Rosatom in the work on the draft law. The analysis of your practice of planning procurement activities, organizing tenders and monitoring the contracts performance became a valuable database for the developers and legislators. Of course, much remains to be done to improve the efficiency of procurement of state companies, but the first step in the right direction has been made.

I expect that Rosatom enterprises will continue further development of a modern procurement system meeting all international requirements and providing an honest competitive environment to all suppliers.

I believe that such industry-specific forums of suppliers and customers offer an effective venue for constructive and meaningful discussion of the parties concerned.

May you have successful dialogue, reach the aims set and expand mutually advantageous business cooperation.
